Simple really:
Forward controls mean that the drivers footpegs are moved toward the front wheel (by about 5 inches I think)
This means that the "controls", brake pedal and gear shift, have to be moved as well.
The result is a more comfortable driving position and the final picture - bike & rider - is much more aesthetic, like easy rider.

Highway bars are just extra footpegs so you can sit more comfortably on long trips.

My wife, god bless her cotton socks, bought me the standard ones from Suzuki which look a lot better in real life than on the photos!
I think they cost about 900 swiss Fr including fitting, which would be about $500 ??
I think they are more expensive here than anywhere else!!!!!
